Reason for planning
From the early to mid-1990s the demand for land for office buildings and the general trend on the Frankfurt real estate market led to a sharp rise in the price of land for commercial usage. As a result, in particular small and medium sized enterprises were no longer able to pay the prices. Manufacturing facilities were abandoned in favor of administrative offices and in some cases where called for by local urban planning specifics, permitted usage changed, with commercial premises being converted into residential property. Above all in downtown and related areas this meant that the range of lower-cost commercial premises was severely constrained. Crafts trades, logistics enterprises and manufacturing companies had been squeezed out of their space, or who wished to expand and thus relocate found few opportunities within the city limits as regards suitable land at an appropriate price. Land was therefore urgently needed, in particular for those manufacturing companies already domiciled in Frankfurt and wishing to expand or relocate. Among them there were many who were only able to relocate close at hand as their sales were customarily booked within a tight radius of their domicile.
Moreover, the city sought to boost the number of jobs on offer in manufacturing.

Development district
The zone, just short of 87 hectares in size, is located north of Kalbach and borders to the west on the A 5 interstate and in the north on the A 661 interstate as well as the Bad Homburger cloverleaf. At the same time as the development project commenced, a new interstate ramp was built to access the zone. Moreover, the commercial estate was linked to the Kalbach district by means of a footbridge complete with cycle path over the “Am Weisskirchener Berg” road. In this way, residential and working areas in north Frankfurt were networked even further.

Planning objective 
The goal was to create a district with a generous amount of green space. Its character as a commercial and industrial estate was secured by the exclusion under planning law of large-scale retailing and independent office premises. A district has thus arisen in which there are both a large number of local commercial operators and also nationally active companies. This was fostered by the prime transportation links and the very flexible opportunities for subdividing the plots.
All in all, after the final phase a total of over 2,500 people will work here.

Planning progress
In 1993, the City Council resolved to commission prefeasibility studies for an urban development measure. The results confirmed that the development of new lower-cost commercial real estate was possible by relying on the instruments for urban planning and development measures.
In October 1996 the City Council passed a decree covering the urban development measure, which came into force in May 1997. On August 29, 2000 building plan no. 804 “Am Martinszehnten” became legally operative. At the end of 2011 the development of the infrastructure for and marketing of the project area had largely been completed. The resolution to rescind the decree on the formal definition of the “Am Martinszehnten” urban development zone was announced on December 13, 2011 in the City of Frankfurt’s official gazette.

The project revenue of some 50 million euros will be distributed in several steps to those authorized to receive it, primarily the former owners of the real estate.
