Reason for planning
Several of the commercial enterprises on the “An der Sandelmühle” site have already discontinued business and stand vacant; another business is set to relocate in the medium term. The plan is for the brownfield site to be repurposed for a new use in the near future. Attractively located to the south of a nature reserve extending along the River Nidda, the site and existing built structures are perfectly suited for residential development.

Development district
“An der Sandelmühle” is located in Frankfurt’s Heddernheim district, in the north of the city. It essentially covers the disused site of VDO Adolf Schindling AG, which no longer exists, and the grounds of two adjacent commercial premises. The overall scope of the development is just under 7 hectares in size, with the area earmarked for repurposing embracing some 4.5 hectares. The section to the east of this complex where the business operations will continue measures approx. 2.5 hectares.

Planning objectives
The repurposing of the brownfield site for residential use means that less greenfield development will be necessary. The urban concept seeks to offer different categories of dwellings in an effort to deliver residential space for people from different walks of life, including detached houses, apartments as well as state-funded residential properties. It is hoped that the additional dwellings will help ease the situation on Frankfurt’s residential market.

The area near the “Sandelmühle” underground stop is earmarked for multistory residential development. Retail spaces at ground level will round out the local amenities on offer. The square between the stop and the arcade of stores will constitute a prime meeting point for the residents of the new quarter and the neighboring estates alike. Terraced houses and semi-detached houses will be built to the rear of the multistorey residential complex. The site is also large enough to accommodate a childcare facility that will take in children from the new residential estate as well as from Heddernheim. Three-storey apartment buildings are envisaged near the Urselbach stream. The structures will be arranged such that they open out the area to the river. 

The existing green belt that extends along the Urselbach will be continued by widening the streamside meadow. Private gardens and additional green spaces will introduce more parkland to the area, significantly boosting the quality of life in the new residential estate.

The eastern section of the ambit will once again be designated as a limited commercial estate and in this way the existing company’s operations will not be impaired.

Planning progress
Following the closure of the commercial enterprises there, the “An der Sandelmühle” brownfield site was repurposed to enable conversion into a residential estate in the future. Urban planning for a new residential quarter got underway as soon as the future use of the area had been agreed with the owners.

On February 16, 2012, in the context of an public hearing at an early point in proceedings the urban planning proposal was presented to the Local Consultative Council along with the aims and objectives for a potential development plan. The plans were discussed with members of the Consultative Council and interested members of the public.

One month later, all the relevant government agencies were consulted in a period running from March 15, 2012 until April 20, 2012. During this time the authorities involved in the process all had the opportunity to input opinions on the urban design concept.

Following the suggestions made by the City Council and the various agencies, the design concept was revised and to an extent amended. The main change is the elimination of the planned access road in the north; it is the result of a traffic analysis conducted on the basis of a new traffic count in April 2012.

The City Council of the City of Frankfurt adopted the resolution to draw up development plan no. “889 – An der Sandelmühle” (section 1600) on May 3, 2012. The development plan procedure is currently being prepared.

Given the planned residences in the western section of the development plan, the South Hessen Regional Plan/ Regional Land Development Plan 2010 will be amended accordingly. This means that the zoning purpose stated there will be changed from commercial building land to residential building land (4.5 hectares will be re-designated as residential building land and green space).

A proposal for the development plan no. 889 (An der Sandelmühle) was devised on the basis of the urban design. 

To swiftly lay the legal basis for planning, the development plan proposal no. 889 “An der Sandelmühle” was presented to the public in the period from January 25 to February 27, 2017. Accordingly, both the public and the authorities were duly given the opportunity to become involved in the planning.
