Masterplan, Urban development plan

 

Alongside technical aspects, preparatory studies must determine whether the legal conditions for conducting a development measure in accordance with section 165 paragraph 3 of the German Building Code (BauGB) are in place.

In this context the City assesses whether the measure does indeed need to be conducted in order to ensure the community’s well-being as regards the provision of housing and work, along with the subsequent need for basic public amenities. Here, the willingness of those affected by the measure to play an active role in the process is important role. It must also be verified whether, provided the measure is conducted swiftly, development of an area is in fact possible and the financing of the measure is secured. Depending on the outcome, other planning tools must also be used.

With regard to the zones:

  • Housing to the north of Günthersburgpark – (“Friedrich garden center”)
  • Friedberger Landstrasse/South of Wasserpark – (“Innovation quarter”)
  • Friedberger Landstrasse/East of Bodenweg – (“East Atterberry”)

the above-mentioned criteria for applying a development measure are not met. For these areas development can therefore be conducted on the basis of contractual agreements with the real-estate owners or their authorized representatives. Where necessary, the approach must also involve setting up a corresponding project company in line with the objectives of the urban development and landscaping master planning.

The legal basis for building permission as needed for the above-mentioned zones will be established through legal zoning planning and sectoral legislative procedures:

 

Legal zoning plan draft no. 858 – Housing to the north of Günthersburgpark 

The legal zoning plan procedure no. 858 – Housing to the north of Günthersburgpark – which was begun in 2008, will be continued. The legal zoning plan is intended to create the conditions necessary for developing an attractive residential location here once the land is no longer used as a garden center. Along Dortelweiler Strasse the development will take its lead from the existing buildings and there will be public access to Günthersburgpark from the site.


Legal zoning plan draft no. 880 – Friedberger Landstrasse/South of Wasserpark

In February 2017, the Frankfurt City Council passed the resolution to draw up legal zoning plan no. 880 – Friedberger Landstrasse/South of Wasserpark whereby they linked its further development to an extensive set of additional provisions. As well as urban development and landscaping aspects, these included staging a competition with the participation of the general public.

In this context the city adopted a new approach. With the competition having been publicly announced on April 28, 2017 as a non-public, single-stage cooperative procedure ideas competition, six urban planning and landscaping consortiums were chosen and invited to participate in the proceedings. Starting on June 23, 2017 a two-day colloquium with presentations of interim results and a civic dialog marked the start of the public’s inclusion in the competition process. It provided all those with an interest in the matter with an opportunity to find out about the general objectives and purposes of the plans, and to take part in the subsequent discussions. During the panel discussion and in direct talks with the planners, interested members of the public were able to bring their ideas and criticisms to bear early on in the planning process. On this basis, as of June 23, 2017 the participating companies began elaborating their concept ideas, and submitted their entries in early September.

Prior to the concluding jury session, on September 30, 2017 the concepts prepared by the six consortiums were presented to interested members of the public and the jury, and discussed together. 

The „Gunthersburghöfe“ concept wins the “Friedberger Landstrasse / South of Wasserpark – (“Innovation quarter”)” competition.

The outcome of the urban planning competition for the area east of Friedberger Landstrasse and south of Wasserpark (“Innovation quarter”) has been announced. On September 30, 2017 the jury chose the entry submitted by Frankfurt’s tobeSTADT firm, a joint venture between Stefan Bernard Landschaftarchitekten and the Kölling und Voigt company, as the winner. The architects and urban planners named their design concept “Günthersburghöfe”.

The “Günthersburghöfe” concept by tobeSTADT, Stefan Bernard Landschaftsarchitekten, and Kölling und Voigt Architekten, references specific qualities of Frankfurt’s Nordend district in a contemporary fashion by opting for a peripheral block development, on whose northern edge a promenade clearly demarcates the areas of greenery. That said, the main sections of greenery formed by the adventure playground, the allotments in the south, and the shrubs and trees in the north will be permanently preserved. On the eastern periphery, a strip of allotments along a public footpath links Günthersburgpark to Wasserpark.

Furthermore, the design envisages a special structure for the requisite elementary school on the northeastern edge, as well as a multi-generational center and an edifice forming part of a group of buildings on the district plaza to the west of the adventure playground. Given the detached location of the school, the “Günthersburghöfe” will be exempt from extensive special use and local residents’ traffic.

To further develop the existing buildings on Hungener Strasse, the proposal foresees the discrete addition of additional stories and the edges of the perimeter blocks being extended on the north side of the street. The areas to the south could also be converted to align with the perimeter block structures.

Evaluation of the climatic impact of the entries for the competition
A specialist company was commissioned to evaluate and simulate the impact of the new builds on the existing settlements as regards microclimatic conditions in order to assess how climate-compatible the proposals are. The results played a strong role in the outcome of the competition.
 

 

 

 

 

 


Legal zoning plan draft no. 914 – Friedberger Landstrasse/East of Bodenweg

The legal zoning plan has been drawn up with a view to laying the legal basis for planning permission for housing on the site east of Bodenweg on Friedberger Landstrasse which will serve to buffer the “New Atterberry” residential quarter to the west against noise pollution. In this context and in line with Federal government’s updated plans for widening the A 661 interstate, the currently valid boundaries between areas of greenery and traffic zones will be adapted in accordance with planning law.
