Frankfurt Program Promoting Social Rented Residential Properties

Low-income households can often not sufficiently find dwellings in Frankfurt where the rent is affordable. Given a tight market for apartments and high rental levels, as well as the expiry of the existing cap on rents and restrictions on re-occupancies, there is an ongoing urgent need for the construction of new rental apartments that will be let at reduced rent.
Municipal support for apartments built under capped rents agreements and under specific occupancy provisions provides cheap residences for those households who are the target group of the Act Promoting Residential Properties. This group includes, in particular, households with children, single parents with children, older or physically challenged persons, the homeless and other persons in need of assistance.
The City of Frankfurt’s promotion of social rented residential properties takes the form of building loans and subsidies at preferential interest rates; these can be granted to developers who own or will own suitable real estate inside the city limits. The scheme is combined with the State of Hessen’s program to promote social residential properties through the construction of rental properties and rental properties for middle-income occupants.
The range of support the City of Frankfurt offers was updated in July 2016 as regards the following important points:

Subsidy

The introduction of a subsidy component once again considerably improves the terms of support given; in this way, the City of Frankfurt is taking high construction and land costs, and low interest rates into consideration.

Energy efficiency standard

In the new version the energy-efficiency-related subsidy standard has been liberalized to enable a variety of methods. As early as 2010 the City of Frankfurt set clear environmentally-friendly signals by promoting the passivhaus standard, and consequently supported the construction of new apartments that saved heating energy. The new version of the guidelines also takes alternative technological developments in the fields of the environment and energy into account. As a result, with regard to subsidies various paths can be taken in future to assure protection of the climate and resources.


Second promotion stage

The target group has been extended by the introduction of a second promotion stage:
Until the amendment of the Hessen Act to Promote New Residential Properties (HWoFG) in December 2014, only low-income households were entitled to subsidized housing. Though the qualifying income levels were raised in Hessen in 2014, in comparison with the other German federal states they were still in the lower range.
Particularly in the south Hessen metropolitan area households whose income is marginally above the qualifying income levels have difficulties finding an appropriate apartment at an affordable rent in the housing market. For this reason the State of Hessen has responded with a further promotion measure.
To complement the state guideline “Promoting Social Rented Properties: Construction of Rental Properties for Middle-Income Occupants” for the south Hessen metropolitan area in 2015 there is a further support measure for acquiring accommodation in place in Frankfurt; households whose income is up to 20 percent above the qualifying level for classic social residential properties are now also entitled to housing. A subsidy component was also added to both state guidelines in spring 2016.
In order to put in place the municipal financing for the state loan and to lower the rent for these apartments to an acceptable level, the loan will be combined with the two state guidelines in accordance with this Frankfurt Program. In future it will be made available in two stages.

Application

There is no specific city form to be completed for the “Frankfurt Program Promoting Social Rented Residential Properties”. The municipal loan supplements the state loan for social rental property construction. Both loans must therefore always be applied for together using the WI-Bank application form. You will find the requisite application forms under the heading “Construction of new social apartments”.

The municipal residential construction support agency provides advice and can take receipt of applications for municipal and state loans.
