Project description

Reason for development 
Development plan no. 812 will replace development plan no. 446, which came into effect in 1986 and envisaged the construction of residential buildings. 
The conflicting aims of the planning objectives stated in development plan no. 446 and the illustrations included in the land use plan established in 1987 by Umlandverband Frankfurt were the reason that a new development plan procedure was drawn up. The land use plan continues to be in force in the illustrations of the present regional land use plan inaugurated by the Regionalverband FrankfurtRheinMain in 2011. Both plans present the area as vital outdoor space enhancing the ambient climate, and fostering nature, the countryside and farming.

However, in order to stop reducing this vital space for the production of cold air any further, this plan was not included in the land use plan established in May 1987 by Umlandverband Frankfurt. After the areas north-west of Seckbach were declared an indispensable part of the City’s plans to create a continuous greenbelt ring, in 1991 the Municipal Council resolved to designate the land in question a section of Frankfurt’s GrünGürtel. The resolution to establish development plan no. 812, GrünGürtel-Park Seckbach-Nord, was passed in 1997.

Development district
The zone in question is situated north-west of Frankfurt’s Seckbach district, stretching as far as Friedberger Landstrasse to the west and Berger Weg in the north. In the east, large recreational green spaces back on to the Lohrpark, while in the south-east, the district borders on Nussgartenstrasse and continues further behind the existing residential buildings along “Im Staffel” as far as Auerweg, which runs along the southern edge of both the development zone and Huthpark, which is adjacent to it. The zone contains a great variety of wildlife habitats and fauna and is crucial as a corridor for cold and fresh air.

Planning objectives
The development plan seeks to implement the legal and municipal specifications and objectives vis-à-vis the zone in question and to preserve the unbuilt land that forms the transition between the edge of town and open countryside, to protect it long-term and develop it further. The area’s climatic function likewise has to be safeguarded as it is of pivotal importance for the city as a whole. Another focus is on preserving its agricultural use and quality as a nature reserve.
Development plan no. 812, GrünGürtel-Park Seckbach-Nord, initiates establishing a park that will connect Frankfurt’s two historical recreational areas, Huthpark and Lohrpark.
In line with greenbelt development and in view of the unusual mixed usage and the small-parcel structure of the area, the plan envisages inaugurating a parkscape over time. The concept forms a valuable component in a sustainable and resilient urban planning approach that caters to a range of different needs.

Project progress
Frankfurt City Council passed the resolution to establish development plan no. 812 – GrünGürtel-Park Seckbach Nord – on September 25, 1997. The development plan was based on legal and municipal specifications and the concept of the GrünGürtel-Park.

A town hall meeting was held on December 5, 1994 and in the course of a meeting of the Local Advisory Council on December 1, 2003 citizens were again updated on the status of planning.
On February 26, 2004 in a second resolution, the decision was taken to eliminate residential development in the south-east of the development zone from the scope of the development plan.
Following this resolution, in 2004 organizations expected to source the funding were consulted and the first public presentation took place. In 2005 a second public presentation was held, and a third followed in 2007. The fourth public presentation followed in 2013.

On July 14, 2016 Frankfurt City Council passed a resolution on development plan no. 812 GrünGürtelpark Seckbach Nord entering it in the statutes. On September 6, 2016 it came into force with its announcement in the City of Frankfurt/Main Official Gazette.

Conceptual design of the GrünGürtel-Park

Green areas and paths

The plan is to transform the countryside that forms the transition between the city limits and the open countryside north-west of Seckbach into a greenbelt and preserve its typical but nowadays unusual mixed-usage character, with farmland and recreational gardens forming essential components of the new park. Located on sloping terrain with undulating topography and favorable hydrogeological conditions, the site is ideally suited for agricultural use as pasture and meadowland, which typically reflects its use in the past. The present planning approach embraces both uses by assigning the bulk of the land to crop production, which will however be interspersed with an extensive network of extensive green areas. Thoughtful zoning of the park will not only provide recreational space for people from the nearby residential areas, but likewise permit agricultural use and create protected zones for flora and fauna – predominantly in the groves around the edges. The key objectives of the planning are: guiding visitors through the landscaped space and encouraging them to identify with the countryside. The idea is to preserve the small parcels so typical of this cultivated environment and carefully blend in a number of designated recreational areas. Over the course of time, the paths will be bordered by bands of park elements such as lawns, open meadows, while reserving the fields in between them for agricultural use. Typical greenbelt features, including small and large copses, benches and steles highlight points of interest in the landscape and bring the special location of the greenbelt to mind.
The existing paths will be extended to form a closed network of footpaths and cycle tracks which will link up to the regional routes.
The conceptual design of the park ensures that social, ecological and business expectations will be harmonized in a sensible way.

Compensation areas – offsetting infringements made by other development plans

The areas included in the Seckbach Nord GrünGürtel-Park development plan will offset the intervention permissible in the urban fabric on the back of other development plans. Most of the steps that will become effective with the implementation of the conceptual design will improve the ecological value of the land compared with its current use.
This potential for upgrading natural land translates into compensation areas and measures, which in accordance with section 1a of the German Building Code will offset other development plans in the cityscape, a strategy that will also secure a large part of the financing for this park.
