High-Rise Development Plan

Update: The High-Rise Development Plan HEP2024

In almost no other European city does the skyline so define the image of the place as does that in Frankfurt. Since the 1950s, the high-rise has become an ever more important element of the city and contributes decisively to Frankfurt’s identity. In the form of the High-Rise Development Plan HEP2024, the goal is to further consolidate the city’s skyline, in particular in the central banking district. The new requirements associated with modern, urban life (such as diverse uses, high-quality public leisure spaces, new types of mobility, and urban integration into the surroundings) today more than ever before play a decisive role in the further development of “Mainhattan”.

In its entirety, the High-Rise Development Plan HEP2024 therefore not only identifies new sites for buildings but also advances the idea of the high-rise as a sustainable, identity-creating, and integrative urban element of Frankfurt as a metropolis.

On April 19, 2024, the Municipal Executive of the City of Frankfurt resolved the development concept for updating the High-Rise Development Plan HEP2024. The concept will now be tabled in the relevant committees and the City Council as part of the approvals process. Annex 4 to the HEP2024 comprises the key parameters of the specialist concept and is to be approved along with the Municipal Executive motion by the City Council. In this way, these central criteria will become binding for the future realization of high-rise plans in Frankfurt/Main.

Annex 4 to the Municipal Executive motion for the High-Rise Development Plan defines:

  • the general qualitative conditions
  • the guidelines for the urban space
  • the requirements for the planning process
  • the new and the adopted existing high-rise sites

Specialist concept


For the purposes of information, the specialist concept was sent to the Municipal Executive Council and the City Council; it consisted of Annexes 1–3 of the Municipal Executive motion. It contains:

  • The central planning principles and concepts
  • a brief for each site
  • an action guideline for the future pre-planning process for a high-rise in Frankfurt/Main

Supplementary documents

The following supplementary documents are made available for an in-depth analysis of the High-Rise Development Plan. They are:

  • a detailed overview of the sections considered of the High-Rise Development Plan 2024 (consideration of the sites)
