Project description

Reason for planning
The existing Hotel InterContinental requires a thorough makeover of its interior and façade. For the owners this was reason enough to revisit the urban fabric and mixture of uses the site offered. With their written communication of Sept. 15, 2020, the owners applied for the initiation of a development plan process for a project-based development plan as per section 12 para. 2 of the German Construction Code (BauGB).

Development district
Development Plan no. 938 covers the area in the north along Wilhelm Leuschner Strasse. In the south, the area is demarcated by the Untermainkai road. In the east and west, the area covered is limited to the boundaries of the plot on which the existing building stands.

Planning objectives
The hotel building is located at the center of the site and the plan is to supplement it on Wilhelm Leuschner Strasse with a new build featuring office spaces and on Untermainkai with a residential block, thus running the buildings up to the edges of the plot. The plan also envisages some of the apartments coming under the subsidized housing scheme. At street level, the buildings will in future include an area open to the public that connects Wilhelm Leuschner Strasse to Untermainkai and thus the riverbank.

Planning progress
The City Council resolved on June 17, 2021 (Resolution § 147) to prepare approval of the project-based Development Plan no. 938 – Wilhelm Leuschner Strasse 43-45. The plans for approval were announced on July 20, 2021 in Gazette no. 29.
Timely public participation and consultation as per Art. 3 (1) German Building Code took place from Sept. 7-22, 2021.
At present, the project companies are coordinating with the City of Council on the design for the project-based development plan, the project and access plan, and conclusion of the implementation contract as per Art. 12 German Building Code.
