Modernization program

In addition to the basic grant, building owners can in future also apply for grants for especially ecofriendly measures.
Owners of existing real estate are offered attractive financing opportunities through the “Frankfurt Program for the Modernization of Existing Housing – Modernization Bonus”. For example, grants can be approved for measures to modernize energy efficiency, for example insulating facades or roofs, replacing windows, or renewing heating systems. A series of other measures are also eligible, such as conversions or extensions of existing housing or conversion of commercial properties into housing. The support is provided as a grant totaling 35% of the costs eligible for funding. The maximum scale of eligible costs depends on the energy consumption standard achieved and comes to between 650 and 1,300 Euros per square meter of living space. The grant can be raised to above that if, for example, renewable energy sources or sustainable insulating material are used, or a ventilation system to recover heat is installed. Supplementary measures to provide barrier-free access, to attach balconies, and to enhance the surroundings or urban ambience are also eligible for support.

The apartments for which grants are approved must as a rule remain in use as housing for 30 years. Rental after modernization is capped to the local comparable rent levels set.
Grants for modernization of energy consumption are contingent on an on-site energy consultation and improvement of the energy efficiency standards to at least the “Effizienzhaus 85” benchmark or, in the case of heritage buildings, to the “Effizienzhaus Denkmal” level. If only the energy standard of individual components is upgraded or only the heating system replaced, proof must be furnished that the minimum requirements set out in BEG EM, the Federal grants program for individual measures, are met. 
A combination of the modernization program bonus with Federal financing (BAFA + KfW) is possible.

If no energy-related measures are planned, conversion to enable barrier-free access or the addition of balconies can also be supported by grants for individual measures. However, simpler measures to nurture the appearance of the urban fabric in the case of buildings that define the face of their surroundings or are heritage-listed as well as redesigning the local environment may be eligible for grants, too.
